Talent Corporation Malaysia Berhad has named Biruntha Mooruthi as its new Group Chief Executive Officer, marking a strategic shift toward execution-driven outcomes in the country’s national talent agenda.
Effective immediately, Biruntha steps into the role at a time when TalentCorp is sharpening its focus on industry alignment, workforce readiness, and measurable impact. The agency, which operates under the Ministry of Human Resources Malaysia, is increasingly positioning itself as a key driver in translating policy into tangible economic results.
With more than two decades of cross-sector experience, Biruntha brings a track record that spans government, academia, and industry. Her career has been defined by an ability to turn strategy into implementation, particularly in areas such as innovation, technology commercialisation, and institutional capacity building.
Prior to this appointment, she held senior leadership roles across organisations including PlaTCOM Ventures, Universiti Tenaga Nasional, where she is also a Fellow, and British Telecom. In these positions, she led large-scale, multi-stakeholder initiatives that bridged academia and industry, driving innovation across sectors such as energy, deep technology, and sustainability.
Her work includes overseeing national innovation funding programmes and accelerating the commercialisation of technologies across hundreds of Malaysian enterprises. She has also played a key role in fostering industry partnerships and mentoring more than 5,000 entrepreneurs and businesses across the country.
Biruntha’s appointment comes at a pivotal moment, as TalentCorp intensifies efforts to deliver industry-relevant talent solutions and strengthen Malaysia’s workforce competitiveness in a rapidly evolving economic landscape.
She succeeds Edward Ling, who has concluded his tenure. The organisation acknowledged his contributions and leadership during his time at the helm.
On the academic front, Biruntha holds an MBA from Victoria University and a Bachelor of Science in Computer Science from Coventry University.
