How does a company stay ahead? For Telkom Indonesia, the answer isn't just technology—it's people. Here's how.
Telkom Indonesia has undertaken a multi-year strategy focused on human capital development, positioning its workforce as central to its digital transformation efforts.
Its initiative aims to transition the company into a leading digital telecommunications provider by enhancing its internal talent capabilities.
In fact, Telkom’s strategic emphasis on people has already garnered external recognition, with Forbes ranking it 8th within the global telco industry on its 2023 “World's Best Employer” list.
As a leading telecommunications provider in Indonesia, Telkom operates through its subsidiary Telkomsel, which holds a 50.9% market share and serves 159.4 million subscribers as of 2024.
The company views continuous investment in its workforce as essential for navigating a highly competitive and evolving digital ecosystem, particularly in achieving comprehensive digital transformation.
Talent strategy built for the digital age
The company's "AKHLAK" core values—Trustworthy (Amanah), Competent (Kompeten), Harmonious (Harmonis), Loyal (Loyal), Adaptive (Adaptif), and Collaborative (Kolaboratif)—guide its "Transform to Digital Telco Talents" initiative.
The program frames employee development as a central business strategy. To implement this strategy, Telkom has established a learning infrastructure designed to foster continuous employee development, including:
Telkom's investment in employee development is reflected in its training commitments. In 2024, Telkomsel provided 373,082 training hours to 6,216 employees, averaging 60 hours per employee. This marks a 36.36% increase in average training duration from 44 hours per employee in 2023 and 37 hours in 2022.
In 2024, the distribution of training hours across job levels indicates a strategic focus on foundational digital capabilities. Staff-level employees received the highest average training, at 75 hours, compared to 57 hours for Managers and Supervisors. This approach aims to equip operational levels with practical, in-demand skills.
Cultivating leadership and expertise
Telkomsel introduced Dual Career Paths in 2024 to formally acknowledge the value of technical expertise alongside people management.
The framework aims to retain technical talent by offering distinct Telkom Indonesia career ladders for specialists and managers. In its initial year, 143 employees were formally designated as experts.
Telkom also aims to cultivate a culture that supports innovation and agility by:
Looking ahead: Thriving in the age of AI
Telkom's commitment to its people is not a short-term project but a long-term strategic imperative, as confirmed by its corporate plans extending to 2030. Looking ahead, this focus is sharpening considerably on the transformative power of Artificial Intelligence.
The company is proactively anticipating the demands of the AI era. Its Artificial Intelligence (AI) Academy Program, launched by Telkomsel in 2024, is a cornerstone of this future-focused strategy. This flagship initiative is designed to deeply embed AI capabilities across the organisation.
Having already completed the “Awareness” and “Basic” phases for over 1,750 employees, the company is pushing forward with an 'Intermediate' phase in 2025 to build advanced skills in generative AI, ethical implementation, and data infrastructure.
Telkom also understands that AI transformation must be driven from the top. A dedicated Leaders AI Academy Program targets key executives, strengthening their strategic understanding of AI applications, innovation frameworks, and risk management.
The objective is to empower leaders to identify high-impact AI opportunities and guide the company through the next wave of technological change.
By strategically aligning its business goals with deep AI capability-building, Telkom isn't just reacting to trends. It is actively building a resilient, AI-literate workforce poised to maintain its leadership and drive innovation in Indonesia's digital future.
