Former French Labour Minister Astrid Panosyan-Bouvet appointed Group CHRO of AXA

Panosyan-Bouvet, who served as France’s Minister for Labour and Employment from 2024 to 2025, has been appointed AXA’s Group HR Chief.
AXA has appointed Astrid Panosyan-Bouvet as Group Chief Human Resources Officer and a member of the insurance group's Management Committee, effective September 1, 2026.
In her new role, Panosyan-Bouvet will oversee AXA's human resources activities at Group level, spanning talent management, compensation, social relations, HR operations, culture and diversity, learning and development, as well as HR for the company's headquarters.
She will report to Karima Silvent, Deputy General Secretary.
AXA CEO Thomas Buberl welcomed the appointment, highlighting Panosyan-Bouvet's professional experience, knowledge of the insurance industry and focus on culture, lifelong learning and diversity.
Panosyan-Bouvet began her career at AXA GIE in 1998 as an M&A project manager, where she worked until 2001. She subsequently held senior management roles at Groupama between 2002 and 2014 and at Unibail-Rodamco-Westfield from 2015 to 2022. During this period, she also served on the Air France-KLM Supervisory Board.
Her career has also included senior roles in the French public sector. Between 2014 and 2015, she served as an adviser to the French Ministry of the Economy, Industry and Digital Affairs, focusing on economic attractiveness and international investment.
Panosyan-Bouvet entered politics in 2022 after being elected to the French National Assembly. She was appointed Minister for Labour and Employment in 2024, a role she held until 2025. She later undertook a mission on economic attractiveness at the request of the Prime Minister before leaving her parliamentary role in August 2026.
Alongside her corporate and public-sector career, Panosyan-Bouvet has been involved in the non-profit sector. She served as voluntary Chair of mentoring association Proxité from 2016 to 2019 and currently sits on the Board of Directors of Forces Femmes.
She is a graduate of Sciences Po Paris, HEC and Harvard.
The appointment brings Panosyan-Bouvet back to AXA at a time when HR leadership is increasingly focused on areas including workforce capability, lifelong learning, organisational culture and diversity. Her broad experience across business, government and the non-profit sector adds another dimension to the group's leadership team as it prepares for its next strategic plan.
