Vietnam targets 100,000 digital tech firms, plans to train over 3 million workers

The government has set a target of generating at least USD 300 billion in total industry revenue by 2030, with annual growth averaging 12% or more between 2026 and 2030.

Vietnam has approved an ambitious national digital technology development strategy through 2030, positioning the sector as a core engine of economic growth, industrial competitiveness, and long-term national transformation.


The newly approved scheme identifies digital technology as a foundational industry that will underpin Vietnam’s digital transformation agenda, support double-digit economic expansion, and help the country achieve its goal of becoming a high-income developed nation by 2045.


At the heart of the blueprint is a strong business-led approach, with the private sector designated as the primary growth driver. The strategy places particular emphasis on major domestic enterprises and large private conglomerates, encouraging them to invest in and accelerate the development of Vietnam’s digital technology ecosystem.


Under the plan, the State will play a facilitating role by strengthening legal frameworks, building digital industrial infrastructure, and creating market opportunities through strategic direction, national innovation programs, and large-scale technology initiatives for Vietnamese firms.


The strategy also reinforces Vietnam’s “Make in Vietnam” vision, encouraging locally designed and manufactured products while enabling domestic companies to gain greater control over research, design, production, and supply chains. At the same time, the government aims to balance technological self-reliance with deeper global cooperation and stronger participation in high-value global technology supply chains.


A major focus of the initiative is workforce development. The scheme calls for closer collaboration between government bodies, educational institutions, and businesses to train and deploy skilled talent for the fast-growing digital economy. It also aligns technology expansion with green growth priorities by encouraging environmentally sustainable digital products and services.


By 2030, Vietnam aims to build a modern and globally competitive digital technology industry led by strategic domestic enterprises capable of mastering core and emerging technologies.


The government has set a target of generating at least USD 300 billion in total industry revenue by 2030, with annual growth averaging 12% or more between 2026 and 2030. Export revenue from digital technology products and services is expected to reach at least USD 55 billion, growing at a minimum annual rate of 30%.


The plan further aims to establish 100,000 digital technology enterprises and train more than 3 million workers for the sector over the coming years.


To strengthen industrial capacity, Vietnam plans to develop between 16 and 20 concentrated digital technology zones nationwide, including at least one large-scale hub connected to major economic regions. 


The scheme also includes the development of a shared high-performance computing centre to support national digital projects and strategic technology services.


Looking ahead to 2045, Vietnam envisions becoming one of the region’s leading digital technology hubs and a globally recognised player in the sector. 


The strategy targets the creation of at least 10 internationally competitive Vietnamese technology companies and aims to attract major global technology corporations to establish headquarters, research centres, and manufacturing operations in the country.


The government said the roadmap will be supported through institutional reforms, increased investment in research and development, workforce upskilling, infrastructure modernisation, supply chain expansion, sustainable development initiatives, and support for emerging industries such as semiconductors.
