EM Services strengthens leadership team with new CEO, CFO & Chief Risk Officer, and CHRO

Jen Tan has taken charge as Chief Executive Officer of EM Services from 5 January 2026, overseeing the company and its group of subsidiaries

EM Services has strengthened its leadership team with a series of strategic appointments, announcing the recent appointment of Jen Tan as Chief Executive Officer, while earlier welcoming Jocelyn Tay as Chief Financial and Chief Risk Officer and Florence Chan as Chief Human Resources Officer. 

Tan, the newly appointed CEO, will lead EM Services’ next phase of growth with a focus on strengthening township management and enhancing community impact.

Sharing her vision, Tan said she is “deeply honoured and energised” to lead an organisation that plays a pivotal role in supporting communities, ensuring safe, reliable infrastructure, and building meaningful resident experiences rooted in both “hardware and heartware.” 

Tay joined as Chief Financial Officer and Chief Risk Officer, effective October 2025, and described the role as an important milestone in her purpose-driven career and looks forward to driving value creation, financial strength, risk excellence, and innovation that supports EM Services’ mission of shaping vibrant and resilient communities. 

The new CHRO, Chan joined in September 2025, bringing over three decades of HR leadership experience across leading organisations including the Community Foundation of Singapore, DBS Bank, Singapore Post, and The Body Shop APAC. 

Bringing over 30 years of HR leadership experience, Chan has previously held senior roles with the Community Foundation of Singapore, DBS Bank, Singapore Post, and The Body Shop APAC, among others.

She will lead people transformation initiatives, foster a high-performance culture, and enhance employee and customer experience. Chan holds a Bachelor’s degree in Social Sciences from the National University of Singapore and a Diploma in HR Management from SHRI Academy.

With these leadership appointments, EM Services reinforces its commitment to organisational excellence, operational resilience, and community-focused growth as it continues to lead in township and estate management.
