Toa Re strengthens leadership with key appointments and restructuring

The Toa Reinsurance Company has announced the promotion of Masahiro Yamada to managing director and the appointment of Ryo Yokochi as chief executive officer of its Singapore branch. The changes, effective 26 June 2026, form part of a broader organisational overhaul aimed at strengthening the Japanese reinsurer’s leadership, international operations and digital transformation efforts, according to multiple media reports.


Yokochi currently serves as manager of Team 1 in Non-Life Underwriting & Planning Department 2, overseeing casualty, specialty, marine and motor reinsurance business.


Board changes


The leadership changes extend to Toa Re’s board and senior management ranks.


Mitsuru Ichiji has been appointed director and general manager of the Life Underwriting Department. He previously led the department, which manages the company’s life, accident and health reinsurance operations across Japan and overseas markets.


Hironobu Kawahara will become director and general manager of the Communication & Coordination Department, while continuing as senior manager of the Management Planning Department.


Shingo Kawaguchi has been appointed as outside director.


The company also confirmed the retirement of managing director Hironori Ashikawa, director Kozo Nakamura and outside director Yasunobu Fukuda.


Department overhaul


Alongside the leadership appointments, Toa Re is introducing a significant organisational restructuring.


The reinsurer will establish a new Strategic Business Development Department as it looks to strengthen future growth initiatives. It is also renaming its Business Development Department as the Digital Transformation Department, highlighting an increased focus on technology and innovation.


Yoshimitsu Mizui has been appointed general manager of the newly created Strategic Business Development Department.


Aya Fujita will lead the Digital Transformation Department.

The changes reflect a comprehensive refresh of Toa Re’s leadership structure as the company positions itself for its next phase of development, while strengthening governance, expanding strategic capabilities and accelerating its digital transformation agenda.
