Philippines approves jobs and social protection roadmap to strengthen construction worker safety

The Philippine government has approved a new roadmap aimed at strengthening workplace safety and expanding social protection coverage for workers in the construction sector, as authorities intensify efforts to address safety risks and improve labor standards across the industry.


The Department of Labor and Employment (DOLE) led the approval of the Philippine Roadmap for the Global Accelerator on Jobs and Social Protection for Just Transitions. The initiative is designed to enhance protections for construction workers, a segment of the workforce often exposed to occupational hazards and vulnerable employment arrangements.


The approval comes as DOLE steps up its workplace safety campaign following recent safety-related incidents in the construction industry. The roadmap reinforces Labor Secretary Francis N. Tolentino’s directive to strengthen accountability among employers, contractors, and building owners in complying with labor laws and occupational safety and health (OSH) standards.


Under the roadmap, the government aims to improve workplace safety through stronger OSH compliance measures, enhanced worker protection mechanisms, and policies that address the changing needs of construction workers. Particular emphasis is being placed on extending support to workers in informal, project-based, and other non-traditional employment arrangements who often have limited access to social protection programs.


Beyond workplace safety, the roadmap outlines broader reforms to expand and integrate social protection systems nationwide. These include efforts to increase participation in social insurance programs, improve financing mechanisms for social protection initiatives, and strengthen legislative and policy frameworks that support worker welfare.


The government has set a target of achieving universal social protection coverage by 2028 through increased public investment and closer coordination among agencies responsible for implementing labor and welfare programs.


Officials said the initiative reflects the Philippines’ broader commitment to ensuring that economic growth and infrastructure development are accompanied by stronger worker safeguards. By linking job creation with enhanced social protection and workplace safety measures, the roadmap seeks to build a more resilient and protected workforce while supporting the continued expansion of the construction sector.


The move underscores the growing recognition that sustainable economic development depends not only on creating jobs, but also on ensuring that workers have access to safe working environments and adequate social protection throughout their employment journey.
