Singapore to merge Workforce Singapore and SkillsFuture Singapore into new jobs-skills agency

During the transition period, both WSG and SSG will continue operating as usual until the new agency is ready to assume their functions.

Singapore is planning to merge Workforce Singapore (WSG) and SkillsFuture Singapore (SSG) into a single statutory board, in a move aimed at tightening the link between jobs and skills development as the economy undergoes rapid transformation.


Prime Minister and Minister for Finance Lawrence Wong announced the merger during his Budget 2026 speech on Thursday (Feb 12), saying the new agency will be jointly overseen by the Ministry of Manpower (MOM) and the Ministry of Education (MOE).

The consolidation is designed to “strengthen the integration of Singapore’s jobs-skills ecosystem”, according to a joint statement from MOM and MOE.


By bringing workforce development and skills planning under one roof, the government hopes to better align future skills with emerging job demands and provide more seamless, end-to-end career and employment support for Singaporeans.


“Through this new agency, we will be better positioned to align future skills with future job needs, delivering more seamless end-to-end career and employment services for Singaporean workers.


A single agency overseeing jobs and skills will also allow us to respond faster and more effectively to changes in the fast-evolving economy and labour market,” the joint statement read. 


WSG currently focuses on employment facilitation and career services, while SSG oversees the national SkillsFuture movement and continuing education and training. The merger signals a closer integration of training pathways with job placement and career transition support.


During the transition period, both WSG and SSG will continue operating as usual until the new agency is ready to assume their functions. The ministries said there will be no disruption to services for employers, training providers, or workers.


Officers from both agencies will be supported through the transition, including opportunities to reskill and take on suitable roles within the new entity or other public sector agencies, where necessary.


Further details on the structure, leadership and implementation timeline of the new agency will be announced during the upcoming Committee of Supply debates by MOM and MOE.
